Build own enterprise version of Strapi?

Hello there , I’m curious , since the enterprise version is said too be built on the open source . Does this mean I could customize the open source and write code for features I was restricted to ?

Ithink the EE version has proprietary code. The other parts of strapi is open source.
They are planning to release RBAC etc for Community edition as well
