I would say duplicate for simplicity I bet there is a better answer.
But I guess you could query the admin UI etc.
You want to keep the users separate also for security reasons. So if a user has admin access then use the same details to create a normal user. That way for the user it feels the same but in theory it’s added to two different tables.
