Can i develop plugin marketplace backend in strapi?

i have request from my client to develop plugin marketplace for their existing system in strapi as backend. they want CMS like tools so they can control the data. it has different type of plugin, integration listed so user can download plugin from marketplace.

can i achieve this in strapi

Of course! You can definitely develop plugins on Strapi that you can then make publicly available on the Marketplace if you like.
