Definitely a fresh start.

i decided to ask my professor then he said the only way i can fix this, you need to factory reset my OS

Interesting answer from your professor. I don’t know how that may be related. Do you get any other messages or errors after in the screen shot you shared. Also, try to navigate to 127.0.0.1:1337 and see if it makes a difference.
