Under Content-Type Builder Collection Types, schema getting deleted after server restart

Hi Team,
Under Content-Type Builder, we are creating the collections types, under collection type creating fields,
But after restarting the service these collections types and fields are getting deleted. Only default collection types which we creted manually in code those only available.
Note: this service we deployed with development mode
Is there any solution for this?
