Using _start api parameter in strapi 3.1.3

Hello Community!! I have a strapi v3.1.3 running perfectly. But I realised that the _start parameter does not work as it should. Reading the documentation I found this:

This parameter can only be used on models with the Draft & Publish feature activated

• Does this force me to have to update my version of strapi?
• If this is the case, which version do you recommend?

That note refers to Publication State chapter.

Latest. You are losing a lot of great features and bug fixes. If you are planning to migrate, don’t forget to complete all the migration guides:
