ValidationError: 1 relation(s) of type admin::user associated with this entity do not exist

I have created contentType User (like User in settings), which are external Users from our organization. For some reason, when they call our custom EP, Strapi returns 400 with error “ValidationError: 1 relation(s) of type admin::user associated with this entity do not exist”. Anybody knows what does it mean, or encountered it?
